Forests are a source of food for local communities. Halmahera Forest has a long history, in which the shackles of extractive institutions that are deeply entrenched until now have not been fully resolved. Forests have many interests entrenched, especially those with strong economic power and capital. Whereas on the other hand, forests for local communities are the most ideal source to develop food as the final bastion in facing their future. This study tries to collect and explore data through in-depth interviews with local residents, local government, political elites, and groups that have relations with existing locations. The results of this study show that qualitatively, the Halmahera forest which is occupied by indigenous peoples is the most ideal arena for corporates to carry out extractive actions, which local residents cannot afford. Another matter of concern is that forests are also a meeting ground in building power relations between political actors at the central and local levels. Meanwhile, local residents are more of an obstacle to projects in the name of development. They are then considered as people who only give burdens in the name of development, because that must be "ordered" as well as "modernized", as befits members of a "civilized" society. In the name of development, the forest continues to be dredged, while local residents are in a sad state. This study concludes that so far, the political reality that has been built by local political actors at various levels has made forests more of a source of funding to strengthen their dominance and position in seizing power. Not just as ordinary entertainment, but a number of traditional games train emotional agility and the ability to build social cohesion among people, honesty, discipline, confidence, creativity and hard work. In the midst of the influence of various modern games which are getting out of control, affecting the patterns of thinking and behavior of children with various models, they are played not only among friends in one environment but across the boundaries of space and time. The change, colored with various problems that boil down to the decline of the character of the millennial generation. To manage these dynamics, the educational literacy movement, is one of the efforts in forming human resources of character and civility. The purpose of this study is to know the characteristics of millennials in community life in the digital era; and Describe the educational literacy movement to build the capacity of millennials in the era of digital technology that is advanced, characterful and civilized. The method used is qualitatively descriptive. The results of the discussion show that: Millennials like to position themselves in the freedom zone and always dwell on the diameter of the fingers, having a lot of information from various sources that vary. The research method used is qualitative descriptrify. The data analysis technique used is an interactive model. The results showed that the circulation of traditional alcoholic beverages in Rum Village was not controlled, which caused teenagers or young people to easily get it. The bad impact is the emergence of various societal diseases such as, fights, disrupting public order, and making a fuss. To overcome the problem is to involve community leaders, because community leaders are respected people in the community.
